**Beware- some well known resellers send out certificates with the previous owners name still printed on. This is a major concern as they still actually own the rights to the registration mark which can be recalled at any time by the previous owner- please always insist that you get a guaranteed later transfer or a new certificate, not just an address change**
The DVLA retention scheme prevents the change of ownership of government holding certificates. In order to safely transfer the rights to a registration mark, we may need to assign it onto a vehicle and then re-retain it back onto a new Government certificate in your details (as the new owner).
